It has been verified that this setting is completely placebo. The game does not recognize the setting at all. It does not appear in the game-generated INI--only ones created by the Skyrim Launcher via the preset files, where its value for Low is 0, and Medium, High, and Ultra is 1. It is a remnant from Fallout 3 and Oblivion.
