Check your RendererInfo.txt file in your \Documents and Settings\User\Documents\My Games\Oblivion directory to see if your card supports SM 3.0 next to the option '3.0 Shaders'. Then go to the\Program Files\Bethesda Softworks\Oblivion\Data\Shaders\ folder and rename that particular package to something else (e.g. rename shaderpackage013.sdp to shaderpackage013._bak. Now copy shaderpackage019.sdp and paste it back into the same directory, and rename this new copy to the package name your card uses(e.g. rename it to shaderpackage013.sdp in this example). This will forceOblivion to use the Shader Model 3.0 shaders in the game, which may increase(or reduce) performance and typically shows no image quality difference.”<br>
Just remember that if you have to perform “Verify Integrity of Game Cache…” through Steam, the Shaders will be reverted back to their default settings. I suggest to make a backup copy of “Shaderpackage019.sdp”. To do this, create a Working Folder on your desktop. Create a Data subfolder. Click in your Data folder and create a Shaders subfolder. Now copy your shaderpackage019.sdp into the Shaders folder. Rename the shaders package to the one that is in your RenderInfo.txt and save it as an archive naming it “ShaderPackage019” to install via [http://www.nexusmods.com/skyrim/mods/1334/? Mod Organizer]. If it is installed with [http://www.nexusmods.com/skyrim/mods/1334/? Mod Organizer] it will always overwrite the Steam\vanilla file.

Triple check all INI or config files to make certain they are correct.
 
Sometimes refreshing the mod manager being used is necessary.
Close the mod manager.
Clean up temp files with disk cleanup (or other such utility).
Reboot the PC and allow the files to refresh. Restart the mod manager and test the mod again to see if it is now recognized and working.
 
In some instances the user may need to uninstall the mod from the mod manager being used. Install the mod manually then test it in-game to see if this fixes the issue.

Try first to turn off Distant Lands rendering in the In-Game menu by pressing ESC, then select Video, then find the section labelled Distant Land: disable Distant Land and check if there is a huge improvement in your FPS in the problem areas, if there is, then narrow down the exact problem by re-enabling Distant Land and just disabling Distant Buildings.<br>
If you are still seeing a huge improvement in FPS, then your machine is not able to handle the VWD objects (TES4LODGen) -- you can fix this by removing the _FAR.NIF files from the base Morroblivion BSA and creating your own _FAR.NIF files using a poly-decimator and texture reducer.<br>
If the improvement is only seen when disabling all of Distant Lands, then the problem is in the LOD landscape meshes (TES4LL) -- this can be fixed by reducing the quality/resolution settings of LOD mesh and texture generated by TES4LL.<br>
Make sure you repeat the above testing steps at each low-performance area individually -- some may be affected by distant lands, and some may be affected by full-res near objects. Also: you must disable OR's framerate manager in order to see the results of the above tests.

Most of the asset files that are still actively being used are the original ones created by Galadrielle's NIFConv.exe from 10 years ago. This will probably never change, since most of the talent and interest in the TES modding community is focused on Skywind and the remainder is in OpenMW. You can't even compare Morroblivion as a mod to other Oblivion mods, since most of the mainstream Oblivion mods that are still being used are built with tools and knowledge that are 5-10 years more advanced than what much of Morroblivion is based on. Even the most popular Morrowind mods including MGSO 3.0 and MGE-XE are made with better tools and more advanced knowledge/technology than what most of Morroblivion is based on.
